Spawnpoint for Civillians in the south

Would make it so there is more reason for Opfor to Patrol  instead of just guarding CP and killing Insurgents 

There is already a "safezone" with carshop,general store and bank that could fit the bill for the location.

At the current moment all civillians have to go through the CP (Unless they are dirty illegal border crossing methods).   

It is also annoying when all CP's are closed and there is no OPFOR on to open them

Far as I know there are farther down the list of slots. But moving thpse slots up the slots list in lobby woupd encourage more to play without having to scroll so far.

Even better would be to have a spawn menu when loading in that allows civilians to choose either their last location, northern spawn, and southern spawn.
