I have gotten killed due to suicide bombings by civs and indeps, i have always been a civ when this happens. It is overused and stupid for people to just go and do it randomly without a purpose. I am requesting for a regulation on this!

Independents and civilians should only be using suicide bombs in an area that involves a lot of police/opfor or there is no point in doing it.  And if you are caught in this area with a lot of police it's collateral damage.
