Add a Spawn menu allowing all factions to spawn where they'd like

This is important for civilian especially as you could allow civilians to spawn at south civ spawn. With the option when you first join to spawn in the south (without having to get the south civ spot) there may be increased civilian traffic in the south. This would make opfor's job more fun. Also allowing supporters to spawn at their respective zones would be a great quality of life touch, as many supporters spawn, drive an atv to supporter then leave it there.

EDIT: You could also do a flag pole teleport from spawn
