Terrorist Items require PMC license bug?

I realized that some items in the terrorist hideout require a "PMC Journeyman" license, and just makes it impossible for terrorists to get some items, and PMCs can't buy and give the item to terrorists due to the rules. Is this a bug or is it supposed to be this way? The items in question are some speed bombs/remote controls/remote bomb etc.
