Northern vip safezone reduction

At the moment the northern vip safezone is too big. When you attempt to persuade someone with a bullet in their face at the goverment complex they will not die due to the size of it. There is also a massive safezone on the road leading to rasman due to its size.

This has been a problem for 5 years brutha chances of it getting fixed are mega low.
